In this research qualitative E research method was used to describe university / faculty managers and university components (student, 0 teaching staff, and administrative staff) opinions about participatory budgeting. Interviews were made as a part of qualitative research method. Working group is composed of totally 66 members from Ankara, Balikesir and Erzincan Universities. Semi-structured interview forms developed by researcher were applied as data collection tools. Collected data in interviews were applied descriptive analysis technique.
