İNOVASYON, REKABET VE DEVLET

Abstract

Bu çalışmada; Sanayi Devrimi ile başlayan tarihsel süreçte,inovasyon ve rekabetin teorik bağlamda ele alınarak devletler üzerindekietkilerinin ortaya konulması ve Türk Kamu Yönetiminin küreselbağlamda rekabet gücü ve inovasyon açısından ne düzeyde olduğununbelirlenmesi amaçlanmıştır. Bu amaç doğrultusunda literatür incelemesiyapılmış ve elde edilen ikincil veriler, araştırmanın amacı doğrultusundadeğerlendirilmiştir. Literatürden edinilen bilgiler ışığında, tarihselsüreçte inovasyon örneklerine rastlandığı ancak inovasyon ve rekabetkavramlarının, kapitalizmin ortaya çıkışı ile birlikte önem kazandığı,inovasyon ve rekabetin sanayi devrimlerinin ortaya çıkması üzerindeetkili olduğu sonucuna ulaşılmıştır. Bununla birlikte inovasyonun,sanayi devrimlerini de tetiklediği görülmüştür.İnovasyon yapabilen ve inovasyonu sürekli kılan devletlerin,modern dünya sistemi ve küresel rekabet koşullarında avantajlı konumageçerek üstünlük sağladıkları belirlenmiştir. Ayrıca bu rekabet avantajıve üstünlüğü beraberinde devletlerin kalkınması ve gelişmesi üzerinde depozitif etki yaratarak, bu devletlerin ekonomik ve siyasal anlamda da güçsahibi olmalarına katkı sağlamıştır. Kamu yönetimi açısındaninovasyonun daha hızlı, güvenilir ve sağlıklı kamu hizmetlerininsunumunu kolaylaştırırken, devlet vatandaş arasındaki iletişim vegüvenin gelişmesine katkı sunduğu görülmüştür. Türkiye’nin inovasyonkapasitesinin düşük, buna bağlı olarak küresel rekabet gücünün zayıfolduğu belirlenmiştir. Türkiye hem kamu yönetimi hem de rekabetbağlamında, küresel rakipleri karşısında zayıf ve rekabet gücü düşük birülke görünümü sergilemektedir. Ancak, siyasal istikrarın ve güvenliğinsağlanması halinde, Türkiye’nin küresel inovasyon endeksinde üstsıralara tırmanacağı ve küresel rekabette güçlü bir konuma gelmesininmümkün olduğu sonucuna ulaşılmıştır.

In this study; in the historical process that started with theIndustrial Revolution, it was aimed to examine the effects of theinnovation and competition in the theoretical context and to determinethe level of Turkish Public Administration in terms of competitivenessand innovation in global context. For this purpose, a literature review wasmade and the secondary data obtained were evaluated in the aim of theresearch. In the light of the information obtained from the literature, wehave come to the conclusion that the concepts of innovation andcompetition, which are encountered in the history of innovations, areinfluential on the emergence of innovation and competition industrialrevolutions in which capitalism emerges. Innovation, however, has alsotriggered industrial revolutions.It has been determined that states that can innovate and whoseinnovation is constantly declining are superior in terms of modern worldsystem and global competition conditions. Moreover, this competitiveedge and superiority have also contributed to the economic and politicalsense of power of these states by positively affecting the development anddevelopment of the states. In terms of public administration, innovationhas been shown to contribute to the improvement of communication andtrust among state citizens, while facilitating the delivery of faster, morereliable and healthy public services. Turkey's low innovation capacity, itwas determined that consequently weak global competitiveness. Turkeyin the context of both competition and public administration, weakcompetitiveness against global rivals and exhibits a low view of thecountry. However, if the provision of political stability and security ofTurkey's global innovation index will climb the ranks and come in astrong position in global competition, it has been concluded that it ispossible.
