CUMHURBAŞKANLIĞI HÜKÜMET SİSTEMİ TOPLUMSAL ALGISININ BAZI DEĞİŞKENLERE GÖRE İNCELENMESİ

Abstract

16 Nisan 2017 tarihinde kabul edilen anayasa değişikliği ileTürkiye’de yeni bir yönetim sistemi olan Cumhurbaşkanlığı HükümetSistemine geçişin önü açılmıştır. Referandumun ardından bazı muhalefetpartileri, 2019 seçimlerini kazanmaları halinde yeniden parlamentersisteme dönmeyi planladıkları yönündeki söylemleri, seçime gidilen busüreçte Cumhurbaşkanlığı Hükümet Sisteminin toplumsal algısı vedesteğinin incelenmesini gerekli kılmıştır. Bu doğrultuda Türkiyegenelinde 63 il ve ilçede 881 seçmen niteliğine haiz kişi ile anketuygulaması gerçekleştirilmiş ve Cumhurbaşkanlığı Hükümet Sistemitoplumsal algısı ve desteği ölçülmüştür.Verilerin analizi sonucunda, Cumhurbaşkanlığı Hükümet Sistemitoplumsal algısının güçlü ancak, gelecekte doğru kişinin cumhurbaşkanıseçilmemesi halinde sistemin otoriter bir yönetime dönüşeceği endişesitespit edilmiştir. Cumhurbaşkanlığı Hükümet Sistemine toplumsaldestek olmakla birlikte, bu desteğin şu aşamada yeter oran olan %501oy düzeyinde olmadığı belirlenmiştir. Kadın ve genç nüfusunCumhurbaşkanlığı Hükümet Sistemine olan desteğinin, erkek ve 32 yaşüstü seçmenlere göre daha düşük olduğu tespit edilmiştir.Ulaşılan bulgular doğrultusunda; özellikle kararsız veya fikir beyanetmeyen kişi-seçmen oranının %20 gibi yüksek bir oranda olduğubelirlenmiştir. Dolayısı ile hem cumhurbaşkanlığı seçimlerinde adayolacak kişilerin hem de Cumhurbaşkanlığı Hükümet Sisteminingeleceğinin kararsız seçmenler tarafından belirleneceği sonucunaulaşılmıştır. Ayrıca seçim sürecinde gerek ulusal ve gerekse küreselölçekte ortaya çıkacak sosyo-ekonomik gelişmelerin de, hem seçimsonuçları hem de Cumhurbaşkanlığı Hükümet Sisteminin geleceğiüzerinde etkisinin olacağını söylemek mümkündür.

By the constitutional amendment passed in April 16th 2017, theway is cleared for the pass to Presidential System of Government whichis a new ruling system for Turkey. After referendum, statements of someopposition parties about returning back to parliamentary system in caseof winning the 2019 elections, it necessitated to inspect the support andpublic sense of Presidential System of Government in this call electionsperiod. Accordingly, in it is actualised that a survey to 881 people whois qualified as a voter in 63 cities and districts all across Turkey andpublic sense and support of Presidential System of Government areevaluated. As the result of analyzing the data, it is determined that publicsense of Presidential System of Government is strong but in case of notelecting the right person, there is a concern about its turning anauthoritarian polity. Alongside there is a public support for PresidentialSystem of Government, it is also seen that at this stage it is not as enoughas the level of 50% 1 vote. It is determined that the support of womanand young population for Presidential System of Government is lowerthan man and older population's.According to findings; especially the percentage of floating voters orthe voters who didn’t pass an opinion is as high as 20%. Hence the resultis found that the future of both candidates for presidency elections andthe Presidential System of Government itself is going to be determined byfloating voters. Also it is possible to say that, in election process, social-economic improvements that will occur in both national and global scalewill have an effect on the future of Presidential System of Government.
