Globalization, reform in public administration and strategic management practices in Turkey

Economic, political and technological developments that accelerated together with the last quarter of the 20th century have also accelerated the process of economic integration throughout the world. This process, defined as globalization, has changed the nature of many inhabitant human interaction and has deeply affected public administration. With the globalization process leading to serious changes in the public service and public administration understanding, in parallel with this new understanding, restructuring and reforming studies in public administration started. New management techniques such as strategic planning and strategic management, which have become more prevalent in the private sector, have been put into practice in the process of transformation. In the United States, the Government Performance and Result Act, adopted in 1993, envisages the preparation of a strategic plan by all public institutions. After the 2000s, reforms in public administration have been intensified to provide both globalization and EU candidacy. The “Financial and Public Sector Adjustment Loan Agreement” signed with the World Bank in 2001 foresees the implementation of strategic planning in the public sector to support the medium-term reform programs of the financial sector and public administration. A number of studies have been conducted in this framework under the leadership of the State Planning Organization in that period. In this context, restructuring studies have been initiated in public institutions under the leadership of the World Bank. In 2003, Law No. 5018 on Public Financial Management and Control was issued, and strategic planning became mandatory for public institutions. With this study, in a period of 14 years, it has been tried to show the extent to which the transformation required by strategic management and restructuring in public administrations in Turkey is based on the strategic planning and management practices put into practice as a postmodern management technique in parallel with globalization and new public administration approach. For this purpose, a literature review was conducted, and the strategic plans and applications of two universities and two public institutions were examined. The results show that the new management approach based on results-based and performance-based implementation of public reforms and the implementation of the strategic management technique to achieve this have not yet been fully internalized. © Peter Lang GmbH.
