Özet
Araştırmada, farklı sosyoekonomik çevrelere sahip okulların mali, insan gücü, altyapı ve fiziki kaynaklarını incelemek amaçlanmıştır. Eşzamanlı karma modelin kullanıldığı araştırma, 40 ilkokul, 36 ortaokul üzerinde yürütülmüştür. Veriler soru formuyla toplanmıştır. Nicel veriler için betimsel analizler, nitel veriler için içerik analizi yapılmıştır. Araştırmada, mali ve insan kaynağı açısından yüksek sosyoekonomik çevreye sahip okulların daha avantajlı olduğu anlaşılmıştır. Alt yapı ve fiziki kaynak özelliği açısından büyük bir farklılaşmanın olmadığı, ancak projeksiyon, fotokopi, yazıcı gibi donanım, bilgisayar odası, internet bağlantısı ve spor salonu eksikliği/uygunluğu yönünden yüksek sosyoekonomik çevre okullarının daha iyi durumda oldukları saptanmıştır. Okullarının insan kaynağı eksikliği, norm kadronun olmamasına, atamanın yapılmamasına, coğrafi konuma, öğretmenleri bu okullarda tutmanın zorluğuna bağlanmıştır. Mali kaynak eksikliği; merkezi bütçeden ayrılan kaynak yetersizliği, velilerin sosyoekonomik profili/ilgisizliğiyle; alt yapı ve fiziki kaynak eksikliği ise daha çok uygun olmama/işlevsizlik, yatırım eksikliği, planlama hatası, mevzuat değişikliğinin getirdiği zorunluluklarla açıklanmıştır.
In the current study, it was aimed to examine the financial, human, infrastructure and physical resources of schools having different socioeconomic environments. The study, in which the concurrent mixed model was used, was conducted on 40 primary schools and 36 middle schools. Data were collected with a questionnaire. It was conducted descriptive analyses for quantitative data and content analyses for qualitative data. In the study, it was revealed that schools in a high socioeconomic environment are more advantageous in terms of financial and human resources. It was determined that there is generally no major difference in terms of infrastructure and physical resources. The shortage of human resources was attributed to the absence of norm staff, the inability to make appointments despite having positions, or the difficulty of retaining appointed teachers in these schools. The reason for the shortage of financial resources is attributed to the inadequacy of funds allocated from the central budget, as well as the socio-economic profile and indifference of parents. The lack of infrastructure and physical resources is mainly explained by the improper construction of schools, lack of investment, planning errors, and the obligations brought by changes in regulations.
