Özet
Havaalanlarının, kentlerde meydana gelen organize suçlar ve terörizm gibi olaylarla karşılıklı etkileşim içinde olduğu açıktır; bu nedenle havaalanı güvenliği, kent güvenliği açısından belirleyici bir rol oynamaktadır. Özellikle günümüzde hava yolu taşımacılığının sağlamış olduğu avantajlar göz önünde bulundurulduğunda yolcu güvenliğinin, havaalanı güvenliğinin, havacılık güvenliğinin ve kent güvenliğinin birbirleriyle bağlantısı bir bütün olarak değerlendirilmelidir. 11 Eylül 2001 tarihinde Amerika Birleşik Devletleri'nde gerçekleşen saldırıların ardından, özellikle sivil havacılık alanında güvenlik prosedürleri hem devletler hem de özel şirketler tarafından yeniden gözden geçirilmiş ve uygulanmaya başlanmıştır. Bu durum, yalnızca havaalanlarının değil, aynı zamanda kentlerin genel güvenliğini; dolayısıyla da kentte yaşayan vatandaşların, yolcuların ve havaalanı çalışanlarının güvenliğini doğrudan etkilemektedir. Buna bağlı olarak ayrıca ICAO gibi uluslararası örgütler ve yerel havacılık otoriteleri tarafından alınan güvenlik tedbirlerinin iş birliği doğrultusunda tüm dünyada teknik şekilde uygulanabilir hale getirilmesi doğrultusunda çalışmalar yapılması aynı zamanda uluslararası güvenliğin sağlanmasında da önem arz etmektedir. Bu çalışmada, 11 Eylül, Madrid Barajas Havaalanı ve Atatürk Havalimanı'nda meydana gelen saldırılar örnek alınarak, bu tür olayların kent güvenliği üzerindeki etkileri incelenmiş literatürdeki konuyla ilgili dokümanlar incelenerek, kent güvenliği ve havaalanı güvenliği ilişkisinin ortaya konulması amaçlanmaktadır. Bu amaçla konuya dair akademik kaynakların derinlemesine taranması ve değerlendirilmesiyle anlamlı sonuçlara ulaşılması hedeflenmiştir.
It is evident that airports interact with incidents such as organized crime and terrorism occurring in cities; therefore, airport security plays a crucial role in ensuring urban safety. Especially today, considering the advantages offered by air transportation, passenger safety, airport security, aviation security, and urban security should be evaluated as interconnected components of a whole. Following the attacks that took place in the United States on September 11, 2001, security procedures—particularly in the field of civil aviation—have been reviewed and implemented by both governments and private companies. This situation directly affects not only the security of airports but also the overall security of cities and, consequently, the safety of citizens, passengers, and airport staff. Accordingly, efforts have been made to ensure that security measures adopted by international organizations such as ICAO and local aviation authorities can be implemented technically and cooperatively across the globe, which is also essential for maintaining international security. In this study, the effects of such incidents on urban security are examined by taking as examples the attacks that occurred on September 11, at Madrid Barajas Airport, and Atatürk Airport. By reviewing relevant literature and documents, the aim is to reveal the relationship between urban security and airport security. To this end, the study seeks to reach meaningful conclusions through an in-depth review and evaluation of academic sources on the subject.
