An Exemplary Practice in Maintaining Public Order in the Ottoman Provinces: The Exile of Georgians in the Canik Sanjak [1887-1895]

| dc.description.abstract | The Ottoman Empire employed various measures to ensure public order and maintain social peace. One such measure was the exile of those who disrupted harmony. Among the groups subjected to exile were the Georgians who, following the 1877–1878 OttomanRussian War, migrated from Batum and its surroundings into the borders of the Trabzon province. Within the province, the main districts where Georgians were densely concentrated were Ünye and Fatsa, which were connected to the Sanjak of Canik, and Ordu, which was part of the provincial center. After their resettlement in this region, some Georgians who sought to maintain their previous way of life became actively involved in banditry and caused considerable harm to the local population. The local authorities sought to prevent this damage through administrative intervention. For this purpose, in 1887, with an imperial decree, several individuals and families among the prominent Georgians of Ünye, along with those from Fatsa, Terme, and Ordu, who were found to have ties with bandits, were exiled to various provinces such as Sivas, Kastamonu, Ankara, Konya, and Erzurum. While a few of the exiles changed locations with official permission, a significant number escaped and returned. Those who came back and resumed banditry were subjected to a second exile. This study, based on documents from the Ottoman Archives, examines the reasons for exile, the ways and places to which those subjected to it were exiled, and whether they escaped from their places of exile. © 2026, Selim Hilmi Ozkan.
