Turkey's Sustainable Tourism Policies: A Review of Higher Policy Documents

dc.description.abstractThis study examines Turkey's 12th Development Plan and the Ministry of Culture and Tourism's 2024–2028 Strategic Plan through qualitative document analysis in terms of sustainable tourism's environmental, economic, and socio-cultural objectives. The documents were subjected to content analysis using MAXQDA, and statements were coded under three main objectives. Word cloud analysis was performed, and direct quotations were used to reveal the general trends in the documents. The study results show that environmental objectives are clearly emphasised in the Strategic Plan, while the 12th Development Plan gives balanced weight to environmental and economic objectives. The Strategic Plan comprehensively addresses environmental goals through tools such as the Blue Flag, water-waste management, energy efficiency, effective management of protected areas, and responsible tourism awareness. The 12th Development Plan, on the other hand, strengthens the economic dimension through diversification in tourism, extending the season, increasing revenue per visitor, expanding destination management organisations, innovative financing for green transformation, improving working conditions, and skills programmes, while also highlighting monitoring and evaluation capacity with the promise of measurement tools and new data sets compatible with the international framework. Both documents reveal that policies related to socio-cultural objectives are relatively limited. Overall, strategic alignment is strong, but there is a need to strengthen socio-cultural indicators and the implementation architecture at the local level.
dc.description.abstractBu çalışma, Türkiye'nin 12. Kalkınma Planı ile Kültür ve Turizm Bakanlığı 2024–2028 Stratejik Planı'nı sürdürülebilir turizmin çevresel, ekonomik ve sosyo?kültürel amaçları açısından nitel doküman analiziyle incelemektedir. Belgeler MAXQDA ile içerik analizine tabi tutulmuş ve ifadeler üç ana amaç altında kodlanmıştır. Belgelerdeki genel eğilimleri görünür kılmak için kelime bulutu analizi yapılmış ve doğrudan alıntılar kullanılmıştır. Çalışma sonuçları Stratejik Plan'da çevresel amaçların belirgin biçimde öne çıktığını, 12. Kalkınma Planı'nda ise çevresel ve ekonomik amaçlara dengeli bir şekilde ağırlık verildiğini göstermiştir. Stratejik Plan, Mavi Bayrak, su?atık yönetimi, enerji verimliliği, korunan alanların etkin yönetimi ve sorumlu turizm farkındalığı gibi araçlarla çevresel hedefleri kapsamlı bir şekilde ele almıştır. 12. Kalkınma Planı ise turizmde çeşitlendirme, sezonun uzatılması, ziyaretçi başına gelirin artırılması, destinasyon yönetim örgütlerinin yaygınlaştırılması, yeşil dönüşüm için yenilikçi finansman, çalışma koşullarının iyileştirilmesi ve beceri programları ile ekonomik boyutu güçlendirirken, uluslararası çerçeveyle uyumlu ölçüm araçları ve yeni veri setleri vaadiyle izleme?değerlendirme kapasitesini de öne plna çıkarmıştır. Her iki belgede de sosyo?kültürel hedeflere ilişkin politikaların görece sınırlı olduğu belirlenmiştir. Genel olarak, stratejik uyumun güçlü olduğu fakat sosyo?kültürel göstergeler ve yerel düzeyde uygulama mimarisinin güçlendirmeye açık olduğu sonucuna ulaşılmıştır.
